how can I reduce the skin blur and also I am outlining all the areas very exactly is this the correct method?

Not too sure what you mean by reducing the skin blur. Could it be because you are viewing the image at more than 100%? If so, perhaps you may like to zoom in to 1:1 only. If blurring appears during the "outlining", then I also have no solution.
